Can you imagine what 12 citizens would say to a… to a village president and a chief police who won’t deal with a complaint when there are 900 attacks? 900, Jack?

So then you… you begin by identifying the parties, and it’s all right here in the village of Oregon, you know, which I’m a long-time resident. Jurisdiction and venue, this is just to establish

whether the court has the right to handle this, and indeed it does, that is a statement of facts. This is where you recount the history of the case, and what has led you to file the complaint.

So, you know, it was really earlier, I think, than 25 July, but we did have an officer come to the house by 25 July, and at that point, Jack, there were only about 300 of these little beauties, you know. So he put about a rate of about 100 a month, or…

Roughly 3 a day.

And I was explaining what was going on and all this stuff, and my theory of the case about how Sandy Hook Ramos is hired, because my Sandy Hook friends have told me, told me that’s what happened, you know? And they’re in the position to know.

So, we got… plaintiff provided extensive doc… this is in paragraph 7, including hundreds of examples of harassing, defamatory, and obscene messages sent via electronic communication systems.

in violation of the above statutes by Victor Hugo Vaca Jr. And then I show where you can go and access, you know, I mean, I’m laying it all out.

Differences of opinion, including videos reporting that probably fall within the protection of freedom of speech and of the press, but that is not the case here.

His conduct constitutes cyber stalking under U.S. code.

and criminal harassment under Wisconsin statutes, which includes engaging in a course of conduct or repeatedly committing acts which harass or intimidate a person which serves no legitimate purpose. Overwhelmingly, what he’s doing here serves no legitimate purpose.

Then I go on to expand about the nature of criminal harassment.

You know, repetition, unwanted communication, cyber-stalking, the use of the internet, social media, other digital tools to repeatedly harass or monitor someone. And it’s not just me, Jack, you know, it’s all these…

Colleagues of mine who’ve spoken up on my behalf.

But I, as a person, can only file a claim on behalf of myself, with my local police. So, well, I bring him in, and I explain, you know, he’s attacking a whole lot of people.

Hadlock only published, this is fair 15. Hadvoc only published a dozen or fewer of these defamatory, harassing, or even elder abusive videos. The Oregon Police Department might be excused from its inaction.

Vaca has repeatedly targeted the plaintiff and his colleague by reporting his truth and falsely depicting them repeatedly and obsessively for a period now spanning 10 months. They’ve included obscene thumbnails, commentary, recurring emails, distributed

He’s done this. Hundreds of news organizations and prominent individuals within professional communities. He created this special email list, nearly 300 on it.

Falsely accusing them, meaning me and my colleagues, of professional and sexual misconduct, misery-party weaponizing their private emails that cast them in a false light, and in violation of privacy, maligning them, and there are over 900 of them.

And, you know, I go on to explain, and how on… look at paragraph 20. On 5 August 2025, offended, Paganoff, notified plaintiff. This is not a matter the Oregon Police Department is going to take action on.

On 13 September, I requested the president of the village to direct the Oregon Police Department to act on my submission.

He resides in the Republic of Georgia, and the Oregon Police Department has declined to pursue the matter without offering any substantive justification.

Plaintiff has repeatedly requested assistance and sought help from the Dane County Sheriff’s… I did go to the Sheriff, Jack.

It’s a sheriff’s office, which declined to interview… intervene. Plaintiff has been forced
-
to sue Bitsheute and Rumble for non-enforcement of their own terms of service. They’re facilitating letting this happen.

The platforms are not enforcing their contracts to mitigate abuse. They’ve been set cease and desist notices, yet the criminal abuse continues, and I requested, again, the village president
-
But with no response.
-
Plaintiff is a long-standing resident of Oregon, a former Marine Corps officer, a retired professor of philosophy, who has been denied lawful protection despite clear statutory violations. Now, legal basis for the charges, meaning bringing against a village president.

And the chief of police are in those statutes, and paragraph 29 observes.

It’s incumbent upon law enforcement to investigate crimes and protect its citizens from harm upon notification. Law enforcement must begin at the local level. Jury demand, 30. Prospectively request a jury of 12 persons. Prayer for relief. Now, this is what I’m asking to be done.

Declare that defendants failed to perform their official duties.

Order appropriate corrective, or disciplinary measures. Refer the matter for criminal investigation under Wisconsin statutes. Permit plaintiff to share the criminal complaint with Interpol, given the international arrest of the alleged offender. This is my favorite line, Jack.
